        (1) Significance of project construction
        The guarantee and supply of mineral resources is directly related to the sustainable development of national economy, which is attached great importance by the governments of various countries and is an important part of national development planning. More than 92% of China's primary energy, more than 80% of industrial raw materials and more than 70% of agricultural means of production come from mineral resources. The large-scale development of mineral resources has formed iron and steel, non-ferrous metals, chemical industry, coal and oil bases, and a large number of mining cities have been built. The total amount of mineral resources in China is large and the types of minerals are relatively complete, but the per capita share is small. Most of the mines have entered the middle and late stage of mining. The proven reserves in the deep increase slowly, the geological conditions of ore bodies are complex, the reserves and production decline, and the reserve resources are insufficient; The tight supply of mineral products and increasing dependence on foreign countries have seriously restricted the rapid growth of China's economy. Safe and efficient mining and utilization of mineral resources, the development of deep deposits, the development of new types of resources, is an inevitable choice to solve the problem of sustainable supply of mineral resources. The development of mineral resources is carried out under the conditions of poor natural conditions, complex risk factors and great potential safety hazards. The major safety accidents cause serious casualties and environmental damage, and have a huge impact on the society and ecosystem. With the increase of mining depth, mine safety problems will become more prominent, and the safety theory and key technology of mine major accidents need to be developed urgently.  
        The development and utilization of mineral resources is a metabolic process that transforms resources, energy and labor into products and wastes. This process will destroy the ecology, pollute the environment and cause secondary geological disasters. More than 400000 hectares of land have been damaged by mining, and more than 1000 geological disasters such as land subsidence, collapse, landslide and debris flow are caused by mined out areas or over exploitation of groundwater every year. More than 85% of the annual discharge of industrial solid waste in China comes from mining, and 6-7 billion tons of solid waste slag has been accumulated, and the waste of metal mineral resources has not been effectively utilized. The pollutants produced by mining industry have become a major public hazard in the mining area and its adjacent areas. The deterioration of mine ecological environment has become one of the main factors affecting the sustainable, stable and coordinated development of national economy.  
        "Mineral resources development and environment optimization" is a scientific and technological innovation platform reflecting the two strategic themes of resources and environment in the sustainable development of national economy, and is an important part of the national science and technology development strategy. The construction of the platform is of great significance to realize the efficient development and utilization of resources, to improve the carrying capacity of resources, to build a sustainable resource guarantee system and a strategic reserve security system for important resources, to curb ecological deterioration and to improve the ecological environment quality of mines.
        (2) Project construction foundation
        The construction of the project is mainly based on the first-class discipline of mining engineering, and involves two first-class disciplines: geological resources and geological engineering, environmental science and environmental engineering. Mining engineering is a national key discipline, safety technology and engineering and mineral survey and exploration are provincial key disciplines. The field of project construction is the focus of the investment and construction of "211 Project" and "985 Project" of Northeast China. The existing key laboratories and research centers include: Key Laboratory of mining engineering of Liaoning Province, rock fracture and instability center, national filter material testing center of State Environmental Protection Administration, advanced preparation technology engineering center of nonmetallic mineral materials of Ministry of education, environmental engineering technology center of Liaoning Province, mining information and decision center, etc.  
        There are 131 researchers, 15 doctoral supervisors, 28 professors and 55 associate professors, 15 returned doctors from abroad, 2 winners of the national outstanding youth fund, 2 members of the discipline evaluation group of the State Council, 1 cross century talent of the Ministry of education, 9 key teacher foundation winners of the Ministry of education, and 1 chief scientist of 973 project, There are 2 winners of teaching and Research Award program for young teachers in Colleges and universities. In the past five years, 278 doctoral students and more than 500 master students have been recruited.
        (3) Project construction objectives
        Closely combined with the national sustainable development strategy of resources and environment and the needs of Liaoning raw material base construction, through condensing the discipline direction, integrating the discipline advantages, integrating and improving the existing facilities function, the international advanced scientific and technological innovation platform in the field of project construction is formed. Focusing on the major theoretical and key scientific and technological issues in the safe and efficient development of mineral resources and the optimization of mining environment, combined with the characteristics of China's mineral resources and the supply and demand situation, aiming at the international academic frontier, focusing on the formation of a relatively complete system of theories, methods and technologies, the combination of efficient development and effective utilization of mineral resources, the combination of technology and decision-making The research and development strategy of coordination between mining development and ecological environment will form a scientific and technological innovation team, cultivate innovative talents and build a world-class mining engineering discipline.  
        Completed "The State Key Laboratory of mineral resources development and environmental optimization will strive to build mining engineering into a world-class discipline. The key points of the second phase construction are the existing Key Laboratory of mining engineering in Liaoning Province, the center for rock fracture and instability, the State Environmental Protection Bureau, the State Key Laboratory for environmental protection and ecological industry, and the Ministry of education for non-metallic mineral materials We will carry out large-scale integration and improvement of resources such as technical engineering center, Liaoning Environmental Engineering Technology Center, mining information and decision-making center, and form a high-level and open scientific research base with the ability of continuous scientific and technological innovation and personnel training. Through the project construction, the advantages of related disciplines are integrated, the scientific research team is gathered, and the overall scientific and technological innovation and tackling ability are improved. It has undertaken 973 Plan, 863 plan, National Science and technology research plan, National Natural Science Foundation major project, northeast old industrial base revitalization and other major scientific and technological projects. To realize theoretical and technological innovation, to form a systematic theory and method system, to develop, incubate and promote a number of complete sets of technology and software systems that can solve practical problems in production, have good market prospects, have high scientific and technological content, and have independent intellectual property rights.
